I think this article provide excellent guideline for creating new races. For DMs and players looking for tips, this pretty much covers everything they need to know. So, good job on that. However... "...Dungeons & Dragons fourth edition gives us eight races and sixteen monster races..." In my opinion this is already more than enough. And on top of that you've got PHB2 and MM2 (and PHB3 soon enough) giving you even more races. I find that when a PC wants to play a race that isn't already covered it's usually because they're trying to power game and not because they’re looking for some new, rich role-playing opportunity. Unless I'm creating a home-brew world that has a genuine need for a race unlike what we've already been exposed to, I'm going to STRONGLY encourage my PCs to choose from the plethora of options currently available.
